Paper-bound operator. Digital mandate.

The CNSS, like many national social-security operators, ran on a mix of paper, legacy systems and disconnected spreadsheets. Citizens queued for benefits; contributors lacked digital records; fraud was easy.

The mandate: modernise the institution end-to-end · identity, document management, payments and ERP · without ever taking benefit delivery offline.
